 Adobe Animate and Adobe After Effects while serving similar purposes have a lot of differences.

1. After Effects is capable of making 3D effects whereas Animate can't. 

2. Animate has a more friendly user interface suitable for starters whereas with After Effects the interface is all over the place. However, like with other Adobe products the interface is customizable

3. Animate comes with the ability to hand draw graphics whereas with After Effects, you have to do it in another program such as Illustrator then import it into After Effects

4. After Effects comes with the ability to export GIFs by simply clicking

5. Animate has limited options when it comes to Compositing, you would have to open up another program such as Lightroom or Photoshop in order to do whatever composition you want.

I would personally choose After Effects, despite its faults like having a complicated UI (Which can be adjusted), Having to draw the graphics in another program. It does make up for it by having the ability to make 3D text and other effects, and lots of options for compositing.
